  7.     Bush Administration officials are bracing themselves for
  8. Fidel Castro's next "dirty trick": the lifting of age
  9. restrictions on travel abroad. Currently, only older Cubans
  10. (men over 45, women over 40) are allowed  to visit relatives in
  11. the U.S. The State Department knows it will be flooded with
  12. requests for tourist visas if the age limit is lifted. "The
  13. Cubans are trying to embarrass us," grouses one official. The
  14. U.S. suspects that the dictator plans to repeat the 1980
  15. Mariel boatlift, in which he exported malcontents and hardened
  16. criminals to southern Florida. "We've been on the blacklist
  17. because we don't allow free travel," responds a Havana
  18. policymaker. "Now we are doing what they demand, and still
  19. we're bad guys."
